Charter Review Committee refines ballot language and examines quorum issue

STOUGHTON — Charter Review Committee unanimously approves ballot language revision and examines two charter procedures. The committee voted to add "to" after "power" in ballot language regarding Town Manager removal, with Chair Amy Puliafico to contact Town Counsel with the revision. Town Moderator Bob Mullen reported that Town Counsel recommends using the state quorum rule of "half of current seats, plus one," but this definition makes quorum unreachable when committee seats are vacant; the committee drafted alternative definitions for all affected boards and committees.
The committee also discussed preliminary elections, noting that only eight Massachusetts communities use them, each at a cost of approximately $10,000.
