Stoughton's Finance Committee opened a hearing on a $1,036,166 supplemental budget that includes $230,000 for an investigation into the town manager and police chief, then continued the hearing without voting. Chair Carolyn Campbell presided as the acting town manager, identified only by his first name, defended a $44,500 stipend and a vehicle allowance he still receives while doing three jobs. Stoughton Public Schools officials, led by Superintendent Juliet Miller, separately requested $192,106 to cover unemployment claims from 32 layoffs, saying claims already total $105,836 through August against a $150,000 budget.
The committee also reviewed a three-year, $856,000 firefighters' contract and a tax-agreement bylaw fix ordered by the Attorney General's office. Finance Committee member Benjamin Carre warned the town's debt service runs near 2 percent of its budget versus a state-recommended 4 to 6 percent, with debt set to approach $130 million. The hearing resumes Thursday, October 15, at 7:15 p.m.
