STOUGHTON — April 30, 2026 — Stoughton Board of Health continues nicotine-free generation regulation for six months after three consecutive split votes. The board, meeting April 30 at Stoughton Town Hall, failed 3-2 to deny proposed updates to the town's tobacco and smoke-accessories regulations and failed 3-2 to table them for eight months before voting 3-2 to continue the item for approximately six months, with Members Michael Varner and Janet Crimmins and the chair in the majority on the final motion. Member Ellen Epro, who moved for outright denial, said the proposal was "too restrictive" and "not fair to the adult population," while Member Michael Taylor argued the regulation targeted nicotine broadly rather than the vaping delivery systems driving youth use at Stoughton High School. The board also voted unanimously to finalize a minor site assignment modification for Wind Waste Innovations at 100 Page Street, converting 150 tons per day of construction-and-demolition waste capacity to municipal solid waste under 18 special conditions, and granted a two-month food permit extension to Blue Hills Health and Rehab at 1044 Park Street pending completion of a sewer connection.
