Stoughton Planning Board adopts two-tier zoning framework for 150 York Street housing project

Stoughton Planning Board takes first steps toward a reusable zoning overlay for large residential redevelopments, with the proposed 150 York Street mixed-use project as the template. The board voted unanimously at its July 16 meeting to re-elect its chair and name Paul Demuse as vice chair, then spent the better part of four hours working through a traffic study, updated site design, and zoning framework for Berkeley Garb's proposed townhome and multifamily development on the former Stoughton hospital campus. Traffic consultant Robert Michaud of MDM Transportation Consultants said the project would generate 120 to 126 peak-hour vehicle trips — roughly half what the 157-bed hospital generated — and that all five studied intersections would operate at acceptable levels of service through a seven-year horizon, though board members pushed back on the omission of Central Street from the study area.

Attorney Peter Tam of Goulston and Storrs proposed a two-article Town Meeting strategy: a broad "Planned Residential Development" umbrella bylaw setting universal qualification criteria, followed by a site-specific York Street overlay — a structure the board accepted, with a first public hearing set for August 13 and a final hearing deadline of October 8 to make a November Town Meeting warrant. The board also continued three active project hearings: a Turnpike Street clear-cutting special permit and the Day Spring Chapel site plan review at 1076 Central Street both to September 24, and a new industrial warehouse proposal for M&D Core at 281–305 Canton Street — which includes a 575-foot public sewer extension — to August 13.
