The committee then voted 13-1 to endorse a $600,000 free cash appropriation for early-stage municipal facilities planning covering a new west Concord fire headquarters, a relocated public works campus, and consolidation of administrative offices; John Garofalo cast the lone no vote, calling the figure "a blank check approach to budgeting."
