Concord Finance Committee Backs Free Cash Over Borrowing for FY2027 Capital Plan

STOUGHTON — March 19, 2026 — Concord Finance Committee votes to fund its capital plan from free cash, dodging $426,000 in borrowing costs. Meeting Thursday at the Town House, the 15-member Committee of Finance and Taxation voted unanimously to recommend that Town Meeting approve a $4,628,420 FY2027 capital improvement plan funded through a combination of raised-and-appropriated funds, a $909,000 overlay surplus transfer, and a $1,550,000 free cash transfer — choosing free cash over borrowing after finance staff confirmed the move keeps combined reserves above the town's 8 percent policy floor on free cash and stabilization funds. The committee then voted 13-1 to endorse a $600,000 free cash appropriation for early-stage municipal facilities planning covering a new west Concord fire headquarters, a relocated public works campus, and consolidation of administrative offices; John Garofalo cast the lone no vote, calling the figure "a blank check approach to budgeting." Land Use Working Group co-chair Sven Weaver argued the town must develop schematic scenarios before it can negotiate effectively with the state over the MCI Concord site. A third unanimous vote approved the BD Recreation Center enterprise fund budget after written responses confirmed a March 3, 2026 undesignated fund balance of $5,933,359.
