STOUGHTON — May 28, 2026 — Stoughton Planning Board continues two Washington Street site plan hearings, weighs dropping certified abutter mailings. The board heard applications May 28 for a Subway restaurant relocation to 345 Washington Street and a new landscaping company headquarters at 1823 Washington Street, continuing both to its June 11 meeting after identifying outstanding items including a disputed Board of Health grease trap requirement, an accessible parking redesign, and a pending MassDOT highway access permit. Both applicants are represented by attorney Barry R. Crimmins of Brooks and Derenzi; the landscaping firm, Exterior Escape Services, Inc., is owned by Anthony Escoto and has been in permitting since 2021, with a 2022 Zoning Board of Appeals special permit set to expire in late June and an extension request before the ZBA on June 4. The board's engineer also raised the question of eliminating certified mail for abutter notices — now costing more than $10 per piece — after a 66-unit condominium complex generated an estimated $700 mailing bill for a single upcoming case, more than twice the application fee.
