Stoughton Select Board Votes to Draft Development Agreement for 150-Unit Senior Housing Project

STOUGHTON — May 12, 2026 — Stoughton Select Board unanimously backs drafting a development agreement for a 150-unit active adult senior housing complex at 850 Park Street. Jeff Smetana, chief operating officer of United Development, a Troy, New York firm, presented plans for a four-story market-rate rental community for residents 55 and older on the six-acre, currently blighted site, with rents expected to run $2,200 to $2,800 per month. The project, which is 100 percent privately funded, would include a 10,000- to 12,000-square-foot amenity clubhouse and a proposed one-time development fee of $5,000 per unit — $750,000 total — paid to the town. Town Manager Tom Calter said the timing was favorable, calling the project a potential tax-base expansion that places no significant burden on schools or municipal services. The developer is targeting a November 2026 town meeting vote to rezone the Park Street parcel. The board also unanimously approved designating Town Planner William Roth as environmental certifying officer for a $1 million HUD grant, sponsored by Congressman Steve Lynch, for the Stoughton train depot community center conversion.
