Stoughton Select Board Adopts Housing Production Plan, Swears In Three New Officers

STOUGHTON — February 18, 2026 — Stoughton Select Board adopts Housing Production Plan amid warning that town is 375 affordable units from losing 40B zoning control. Town Manager Tom Coulter told the board at the February 18 meeting that Stoughton's affordable housing inventory has declined from 11.9 percent and that dropping below the 10 percent threshold under MGL Chapter 40B would allow developers to bypass local planning board rejections by appealing to the state. "Our greatest strength against projects that are very concerning to the town in its suburban feel can be beyond our control," Coulter said. The plan was adopted unanimously, with staff authorized to correct two substantive errors in the document. The board also swore in Officers Oscar Estrada, Kyle Doolin, and Nicholas Doucette — the latter two the first hires through Stoughton's redesigned entrance exam — reaffirmed the Stoughton Cultural Council's formal structure under MGL Chapter 10, Section 58, unanimously appointed Patricia Martin as Library Trustee and Lori Jakes and Fred Minsker to the 300th Anniversary Committee, and approved a sign license for Stoughton Logistics on town property conditioned on a landscaping plan acceptable to the assistant town manager.
