Stoughton Select Board Approves $1.289 Million Interest-Free MWRA Water Bond

STOUGHTON — April 28, 2026 — Stoughton Select Board unanimously approves $1.289 million interest-free MWRA water bond and grants a new auto dealer license. The board voted 5-0 Tuesday to authorize the 10-year Massachusetts Water Resources Authority loan under MGL Chapter 44, with annual payments beginning May 15, 2027; Town Treasurer-Collector Paula Newt presented the item and Vice Chair Darlene Roberts read the required bond counsel language into the record. The board also granted a Class II dealer license to Kyle Carroll of Black and White Auto LLC at 2 Canton Street, with Member John Carrara successfully moving to strike the word "leasing" from the application — "we have no authority over leasing anyway," Carrara noted — after all six town departments approved the application. Carroll committed on the record that no vehicles will be stored in Stoughton, with overflow inventory held at a secured lot in Foxborough. The board also reappointed Ellen Lash to continue as Stoughton's representative on the Old Colony Elder Services board, on a recommendation from COA Director Janice Bruce, and approved a consent agenda that included a block party application for the June 13 Community Center opening and 300th anniversary celebration on Wyman Street, which Town Manager William Coulter said will feature 27 vendors, a marching band, and a traveling liquor license vendor operating independently of the town.
